Hi there! I have previously done quite some research on the technical details of MW2 and MW3, and because a lot of people have asked for it, here is one for Black Ops 2 as well. Do note that this is based on observation only: I have not reverse-engineered the game, so some information here might be slightly off or completely incorrect. However, most of the information in this post should be just fine.
Black Ops 2 appears to use its own matchmaking system. The system asks a master server for a list of good servers to join, and the master server responds with a list of 50 game servers in nearby datacenters.
Most of people are complaining about a terrible game experience when Russian players join the competitive game. I cannot list all the problems both sides are facing as there are too many to mention, but I would like to ask the non-Russian players to join and speak up. Dear players, who are facing the same problem, – please do not be quiet and speak up, tell us all your opinion and let CS:Go team know what is really happening and what concerns you the most about the experience with Russian players.
The only solution i see to the problems with Russian players is to create a separate CS:Go Competitive Matchmaking server for Russians, what will make both sides happy. In this scenario – Russian players will be able to talk in their own language and focus on their game as one nation. While the rest of the non-Russian players will be available to enjoy the game experience in English. Remember me.

I understand that you are not happy with the 3-minute wait time before changing the server. Currently, we don’t have the option of selecting a server manually.
It is completely understandable how frustrating it is when you wait for 3 minutes for most of the games that you try to match up. Waiting for 3 minutes before connecting to a different server was introduced to make sure that there are enough player s in the server to join the game and need not connect to a different server connecting to faraway servers results in high ping and other lag issues. After 3 minutes if there are not enough player s for your region then a closer available server is selected.
Not to worry, since you are not happy with this new matchmaking system, I will take this as a feedback and definitely forward your feedback to our game team so that they might make the necessary changes in our future updates.
